Can Houston support a second public radio station?

I received the following email from a mikemcguff blog reader, who wanted me to ask, "Can Houston support a second public radio station?"

Here are the questions the e-mailer wanted your comments on:
There's been a lot of talk and ink lately about Houston Public Radio and how KUHF is sort of lame. But what if another NPR public radio station set up shop in Houston that didn't play classical music?

What if it adopted the new "young" talk format that NPR is developing? What kind of reception would it find in Houston?

It's very expensive to get a radio signal in Houston so its going to take a lot of support to make this happen. The station would likely be on AM - would that matter to you?
