Austin's Time Warner system initiated such a 24-hour local news channel — News 8 Austin — a decade ago, Ramos said, and it's thriving. It's been tried here before, too. Will Houston see another 24 hour local news channel after the failed operations like News 24 Houston and KNWS 51's 1990s effort? Probably not.
