Here is a clip of an Indiana weatherman who can't stop laughing. Some are comparing him to Muttley from The Wacky Races cartoon.I believe the name of the guy is Bob Gregory who works at WTHR Channel 13 Indianapolis. His bio kind of gives it away:
Bob is known for his hilarious on-air-crack-ups, but when the weather turned severe, Bob's forecast literally saved lives.
