This is not the regional Lone Star Emmys - this is the national one. Here is an explanation I got on Facebook from Misti Torres of the Lone Star Chapter:
"Regional winners in the investigative and breaking news category are eligible to submit their regional EMMY-winning entries for consideration in the News and Doc. Awards. Those submissions go through another round of judging and nominations are announced. They are not, however, statue eligible at the national level. The winner gets a plaque."
